The petitioners had alleged that some candidates who had claimed benefits of reservation or sports quota were selected without verification of the genuineness of the certificates submitted by them.
“Let the application forms of all the selected candidates be scrutinized to find out whether they violate any provision/terms and conditions of the advertisement or not.
Further, in case any candidate has attached some document to claim eligibility or benefit a particular reserved category or some other benefits under selection process, the same should also be verified from the department concerned to adjudge the genuineness of the said document attached by a particular candidate,” the high court has ordered.
The court further ordered that after the said inquiry, due opinion be recorded in the form of an inquiry report qua any irregularity/illegality, which has crept in while conducting the selection process.
“If after the opinion so formed, prima facie the department is of the view that certain candidates have violated the terms and conditions of the advertisement, the same be put to the candidate concerned, and only after getting the appropriate reply from the concerned candidate and considering any objection raised by the candidate, the department will be free to take appropriate action qua a particular candidate,” clarified the HC order.
Court has granted four weeks to the state to conclude the inquiry and to take any action on the inquiry report within eight weeks.

The Punjab and Haryana high court has restrained the Haryana Public Service Commission (HPSC) from conducting subject knowledge test for the post of Post Graduate Teachers (PGT). The selection process on 250 posts of PGT (Mathematics) conducted by the HPSC has come to a halt. The HC passed these orders while reserving its order on the plea alleging that a reserved category candidate, who had scored more marks than a general category candidate, has not been selected by the commission in the screening test. The commission was to hold the subject knowledge test of those who were qualified in the screening test. The petitioner, who belonged to the reserved category, scored more marks than the selected candidates under the general category, but she was not declared as qualified because the merit of the petitioner was being considered in her own reserved category only.
Former Congress MLA and four ex-members of the Punjab Public Service Commission (PPSC) have been arrested and booked by the Punjab vigilance bureau for irregularities in the recruitment of medical officers in 2008-2009. The arrests were made based on an inquiry report by a special investigation team (SIT) ordered by the Punjab and Haryana high court. The SIT’s report revealed blatant irregularities in the selection process. The accused include former PPSC chairman Sanjit Kumar Sinha and former MLA Satwant Singh Mohi.
