Chandigarh: The Punjab and Haryana high court on Wednesday issued notice to Punjab, Haryana and Chandigarh on a plea seeking directions for constitution of a special high-power committee to examine whether police officials are working under stress and find its causes during official duty.
A division bench headed by acting Chief Justice Ritu Bahri of the HC has issued the notice after taking cognisance of a plea filed by Surinder Mittal, a resident of Phagwara town in Kapurthala district.
The petitioner has sought directions to Punjab, Haryana and UT Chandigarh to constitute a special high-power committee for revamping the infrastructure of police departments of the states and to examine whether officers and junior officials are working under extreme stress and to suggest reforms. The petition said both cases of suicide and the number of cops opting for voluntary retirement are increasing in the police department.
Further directions have been sought to the Centre, Punjab and Haryana and UT Chandigarh to frame proper guidelines regarding work culture and rules of the standard operating procedure (SOPs) for police personnel to reduce the stress and unlimited working hours.
It was further stated that the latest data of Punjab Police showed that police personnel in the age of 50 years were opting for voluntary retirement as a direct result of improper work culture.
Further directions have been sought to constitute a committee of senior doctors working in the fields of police welfare and mental wellbeing and of higher authorities well-versed with the working conditions of disciplined police forces so that police personnel could perform their duties without becoming victims of stress and depression.
An independent probe has also been sought by the petitioner to investigate the suicide case of Satish Kumar, an ASI at Hariana police station in Hoshiarpur district, who was on duty at the time of taking the extreme step.
According to the petitioner, the station house officer (SHO) of the police station had hurled abuses at the cop. Directions have also been sought to probe all such suicide cases, if any pending with the state police, independently to know the real cause.

Delhi Police’s Special Cell visited Mysuru & Kolkata to collect information on the accused in the Parliament security breach case. They questioned the parents of D Manoranjan for over seven hours and collected evidence from their residence. The police officers asked about Manoranjan’s friends, especially Sagar Sharma. In Kolkata, the team visited the Rabindra Sarani house of the mastermind, Lalit Jha, and then went to Girish Park PS to gather information.
