Curbs on new govt posts, expenditure | Goa News – Times of India

Panaji: The state government has imposed financial restrictions on all departments and asked them to provide adequate funds for development and not create new posts in departments, autonomous bodies, and corporations until further orders.
The restriction will come into force from January 1, said under-secretary (finance), Pranab Bhat.
“For the current financial year 2023-24, every department shall affect a 25% cut in budgetary revenue expenditure, excluding interest payments, repayment of debt, payment of salaries, and pension,” the circular said.“Not more than 20% of the budgetary estimates shall be spent in the remaining quarters of this financial year, except under flagship schemes of the government and wherever possible, may be reduced by 40% till the financial year end.”
The circular added that this limit is to be enforced both scheme-wise as well as for demands for grants as a whole, subject to additional provisions in the revised estimates, if any.
“There shall be a ban of creation of new posts in all departments/autonomous bodies/corporations of the government until further orders,” it said, adding that the purchase of the following items has been banned till March 31: Furniture, cupboards and office furnishings, electrical, electronic appliances/fixtures, computers, printers, computer related peripherals, photocopier machines, Xerox machines, ACs, etc.
The circular added that if departments are in urgent need of these items, specific prior approval of the department of finance (expenditure) should be obtained.
The director of accounts, too, has been directed not to entertain any bills of purchases made of materials from the date of issue of the memorandum. It said that even if departments resort to such purchases during this period and submit bills in the following financial year, they should not be entertained. The directorate of accounts is also required to ensure that the expenditure under each demand of grants doesn’t exceed the restrictions imposed unless specifically authorised by the finance (R&C) department.
From time to time, the government has issued instructions on economy measures, rationalisation of expenditure, etc, in order to achieve the targets and standards set out in the Goa Fiscal Responsibility and Budget Management Act, 2006, to provide adequate funds for developmental activities under capital account, and to restrict/manage expenditure on revenue account.
