Patna: Despite welcoming the state cabinet’s decision to grant government employee status to the niyojit (contractual) teachers recruited by the three-tier panchayati raj institutions and urban local bodies, the teachers’ unions in the state expressed displeasure over the various aspects of the new rules.
Raju Singh, the state convener of the TET Primary Teachers’ Association that represents the contractual teachers in the state, said, “The rules regarding the competency exam will only create more problems for contractual teachers.Teachers will be allotted new districts based on the merit list prepared after the exam. This will have an impact on many teachers with families, especially women who will be forced to move across the state. What is the point of asking all the stakeholders for suggestions when they have done what they wanted to do all along?”
Singh also expressed displeasure over their new nomenclature as “Vishisht Shikshak” (special teachers).
Manoj Kumar, the working president of the Bihar Primary Teacher’s Association, said, “We have been demanding government employee status for a very long time. Despite this, this status has been given in name only. Contractual teachers should be given the same salary as teachers currently employed by the government.”
Former MP and general secretary of the Bihar Secondary School Teacher’s Association, Shatrughan Prasad Singh, said, “We are still awaiting the full details of the decision. But we welcome the move as our long struggle has brought results.”
The government decision also invited reactions from political circles in the state with RJD spokesperson Chitaranjan Gagan congratulating chief minister Nitish Kumar and deputy chief minister Tejashwi Prasad Yadav.
“Tejashwi Yadav had resolved to grant government employees status to ‘Niyojit’ teachers during the 2020 state assembly elections. This commitment has now been fulfilled.
“This move reaffirms Tejashwi’s commitment and leadership to implementing promises made during the election. He had promised to provide 10 lakh jobs and approximately half of that has already been fulfilled,” he said.
BJP spokesperson Kuntal Krishna, however, questioned the government’s intentions behind this decision.
“They have made numerous announcements like this in the past. Let’s see if this is not just another election promise,” he said.

To retain their jobs, the teachers must clear a screening test. This test, to be conducted by the education department or a government body, will determine their eligibility for benefits like transfers, periodic hikes, and promotions. The teachers had earlier demanded a rollback of the condition that they pass BPSC exams, which the CM had initially announced.

The students from the social welfare hostel accused him of misconduct for the past six months, but did not report it out of fear.
