CHENNAI: Tamil Nadu chief minister M K Stalin on Saturday announced a Rs 1,000crore relief package for the flood-affected districts. The relief includes houses and loans to MSMEs and self-help groups.
An official release said the government has decided to repair and completely rebuild the houses damaged due to torrential rain and floods in Tirunelveli and Tuticorin districts.Stalin ordered an assistance of Rs 4 lakh for building new houses and Rs 2 lakh for damaged houses through the rural development and panchayat raj department. “The department will build 4,577 houses and repair 9,975 houses at Rs 385 crore with the state government funds. Guidelines will be issued shortly,” the release said.
Crops raised in 2.64 lakh hectares in eight districts, including Tuticorin and Tirunelveli, damaged by the extreme rainfall, and compensation of Rs 250 crore will be extended towards loss. Cooperative societies will extend loan assistance for crops and farm mechanization. The agriculture engineering department will remove silt from agriculture land in Tuticorin and Tirunelveli districts free of cost.
A special scheme will be introduced to extend loans up to Rs 1 lakh to small traders affected in Chennai, Tuticorin and Tirunelveli districts. The small traders, petty shop owners and street vendors shall avail loan up to Rs 10,000 at 4% interest for a year and up to Rs 1 lakh at 6% interest. Guidelines for this will be published soon.
Tamil Nadu Industrial Investment Corporation (TIIC) will provide financial aid assistance to the flood-affected MSMEs in Chennai, Tiruvallur, Kancheepuram, Chengalpet, Tirunelveli and Tuticorin districts to meet essential expenditure such as working capital to revive the industries.
A special programme, Flood Relief Loan Scheme for MSMEs, will be launched to extend a loan of Rs 100 crore to MSMEs at a special concessional interest rate of 6% for a year. “Units can repay the loan in 18 monthly installments with a grace period of three months. About 3,300 MSMEs are expected to benefit,” the release said.
Immediate measures will be taken to provide new loan to the extent of Rs 350 crore to 4,000 women self-help groups, who are eligible for loans in the current fiscal, in Chennai, Tiruvallur, Kancheepuram, Chengalpet, Tuticorin, Tirunelveli, Kanyakumari and Tenkasi districts. A decision will be taken soon at the state-level bankers committee meeting on extension of time to repay outstanding loans of people affected by extremely heavy rainfall and floods.
The government will extend a compensation of Rs 15 crore towards the damage meted out to 4,928 fishing boats and machinery in Tuticorin and Tirunelveli districts.
Around 17,000 cattle and more than one lakh chickens died in Tuticorin and Tirunelveli districts. Compensation for dead livestock will be up to Rs 37,500 per cow and buffalo, Rs 4,000 for a goat, and Rs 100 per chicken. The affected farmers will get fresh loans up to Rs 1.5 lakh to purchase cattle. An additional livelihood relief assistance of Rs 3,000 will be given to salt workers registered with the salt labour welfare board.
Arrangements have been made to issue new certificates through heads of schools and colleges on submission of application for loss of certificates. Similarly, new textbooks will be distributed in the respective government and government-aided schools. Books will also be provided to students in private schools as per their requirement.
“District collectors will organise special camps on Mondays for those who lost government documents, such as certificates/documents, PDS card, driving licence, voter identity card and Aadhaar card issued by the revenue and other government agencies,” the release said.
The transport department has enabled the insurance companies, vehicle manufacturers and agents to speed up their services by conducting special camps in Tuticorin and Tirunelveli districts. So far, 3,046 vehicles have been brought in for repairs and 917 have been repaired.
