Ludhiana: The MC, which was imposing Rs 5,000 penalty on residents caught dumping waste into the Sidhwan Canal, has been asked to pay Rs 25,000 for its inability to shift a garbage dump from the canal banks. The civic body sought two weeks’ time from the NGT to file a report, which has been granted.
In the original application, the petitioner stated that Sidhwan Canal, which passes through Ludhiana, is highly polluted because of dumping of plastic bags, polyester cloth waste, other non-biodegradable material and extensive encroachments.In its order dated November 25, 2022, the Tribunal constituted a joint committee and called for the report.
The report of the joint committee was considered by the Tribunal in the proceedings on February 20, 2023 and it was found that improper solid waste collection by the MC was one of the reasons for dumping of solid waste into the canal. The dump is located near Gill bridge.
Since timelines for removal of waste from the canal were not disclosed, the Tribunal directed the MC to clarify how much time it would take to remove garbage from the canal bed and shift it elsewhere to prevent disposal of waste into the canal. Removal of garbage is also expected to regulate encroachments on both sides of the canal. The NGT said that the irrigation and flood canal department could demarcate and notify a “No development zone” on both sides of the canal.
In the replies filed by the Municipal Corporation on April 27, 2023 and October 31, 2023, factual information was not disclosed properly. No mention was made of remediation of waste on the canal bed either.
During the proceedings on July 21, 2023, the Tribunal took note of the MC stand that 90% garbage has been cleaned from the canal and the remaining 10% shall be cleaned and disposed of according to rules in the next three months. Substantial time lapsed thereafter. In the recent hearing on January 11, the MC commissioner said during his virtual appearance that 90% garbage had been cleaned and the rest was still there.
No progress to resolve the grievance raised in the original application is reflected after the previous order of the Tribunal. The Commissioner, Municipal Corporation, Ludhiana has also failed to disclose any effective step taken to remediate the situation.
