Teachers appointed in 2006 can avail of old pension scheme | Gurgaon News – Times of India

Gurgaon: Teachers appointed in 2006 through an advertisement issued before the date of notification of new pension scheme (NPS) in October 2005 will now be able to avail of benefits of the old pension scheme (OPS).
Rajiv Rattan, higher education director, had sent a letter to the governor seeking approval, which the former informed TOI, has been approved. Teachers have been waiting for the decision for the past several months.
On October 28, 2005, the notification for the NPS was released.Government appointed 235 teachers in 2006, but they were filling the posts that were advertised before the issuance of the notification. Even though the NPS was introduced in 2008 in Haryana, the government staff who joined the services in 2006 were included in its purview because the Centre had introduced it in 2005.
“These teachers were entitled to benefits under the NPS as they were appointed after the scheme was introduced and made mandatory. However, there was a demand to include them in the OPS because they had filled the forms as per the norms before 2006. The posts were advertised when NPS did not exist. We had been fighting to get our dues for a long time,” said Pratibha Chauhan, general secretary of All Haryana Government College Teachers’ Association.
Chauhan hailed the decision to provide OPS benefits to eligible teachers after advocating for it for six months. “The benefit had already been given to employees in other departments, leaving teachers excluded, which we didn’t understand,” he added.
“As per a notification issued by the finance department on May 8, 2023, it has been decided that in all cases where state government employees have been appointed against a post that advertised for the recruitment before the date of notification for NPS i.e. October 28, 2005 and is covered under the Haryana NPS, 2008, on joining service on or after January 1, 2006, may be given a one-time option to be covered under the Punjab CSR Vol-II (now Haryana Civil Service (Pension) Rules, 2016),” said an order issued by Anand Mohan Sharan, additional chief secretary of higher education.
