Noida: In a major overhaul, the Greater Noida Industrial Development Authority (GNIDA) has decided to do away with numerous contractors and firms managing basic civic services by dividing the city into five zones and hiring exclusive contractors to provide integrated services.
At present, the city is divided into eight work circles, and multiple companies manage tasks such as sewer maintenance, road sweeping and door-to-door garbage collection, among others.Notably, even the sweeping of main roads and service roads falls under the purview of separate contractors.
According to officials, this complex web of contractors has led to chaotic management of facilities.
“There is no integration. One contractor is responsible for road sweeping, while another handles garbage collection from houses. There is a lack of coordination, resulting in scenarios where garbage is dumped on the road without the sweeping contractor addressing the issue. Imposing penalties becomes tricky, as identifying the responsible party is a challenge,” said CEO Ravi Kumar NG.
“Likewise, sewer management has been divided into eight zones. An instruction has already been given to reorganise the sewer management into five zones, each assigned to an exclusive contractor. A similar strategy will be applied to overall sanitation within a zone, with one firm responsible for sweeping roads—be they arterial or service roads—and for garbage collection from sectors and markets. The objective is to ensure accountability, preventing contractors from evading responsibility,” the CEO added.
The Authority will appoint one senior manager for each zone, while an OSD and an additional CEO-level official will do the monitoring.
The CEO further explained, “This new system aims not only to streamline services but also to hold the managing firms accountable for their work. Moreover, in the event of issues or worker protests in a specific zone, the entire city will not bear the brunt. We have established a quick response team of about 300 sanitation workers to manage a specific zone during strikes or protests.”
The city has been divided into five zones based on geographical locations, starting from Greater Noida West, comprising sectors 1, 2, 3, 4, 16, Gaur City, and other areas.
In a subsequent phase, the Authority plans to extend this restructuring to the Ganga water supply and streetlights as well. The CEO said that the new system will gradually replace existing companies as their contracts expire.
