PUNE: As many as 17 state universities and nine private universities across Maharashtra have failed to appoint an ombudsperson to address student grievances.
The University Grants Commission (UGC) recently published a list of all the defaulting universities in the state, cautioning them to make the necessary appointment within 30 days. The varsities were also told to display the particulars and contact details of the ombudsperson and Students Grievance Redressal Committee (SGRC) on their websites and at prominent places on their campuses.
While the Savitribai Phule Pune University (SPPU) does not appear in the list of defaulters, names of many other prominent universities in Maharashtra have been included in the list by the UGC.
Commission secretary Manish Joshi told TOI, “The UGC notified the UGC (Redressal of Grievances of Students) Regulations, 2023, in an official gazette on April 11, 2023. Universities were asked to appoint an ombudsperson vide a letter dated April 12, 2023. This was followed by several reminders. It was also mentioned that the list of universities not complying with these requirements would be published on the UGC website. Accordingly, we have published the defaulters’ list now.”
In a previous communication dated December 5, 2023, universities were once again requested to appoint an ombudsperson(s) and implement other provisions of the UGC Regulations by December 31, 2023. To curb student harassment on campus and address ragging issues, the UGC recently asked Higher Education Institutions (HEIs) to appoint ombudspersons to address student grievances. The entire list of defaulters in the country includes a central university, a deemed-to-be university, and several state and private universities.
Joshi added, “The UGC will take punitive action against defaulting universities as per the provisions of the 2023 Regulations, including withholding any grant allocated to the institution, declaring it ineligible for consideration for any assistance under any of the general or special assistance programmes of the commission, and more.”
