Puc Update Hit By Portal Glitches, Vehicle Owners Forced To Pay Fines | Gurgaon News – Times of India

Gurgaon: Vehicle owners across the state have been facing difficulty in obtaining pollution under control (PUC) certificates as the database either is not updated or is “malfunctioning”. People said they are forced to pay traffic fines for not having an updated PUC certificate. Some claimed their cars are being turned away from pollution control centres at petrol pumps since the vehicles are not in the PUC database.
The problem had apparently cropped up on Dec 19 last year when the PUC data was updated by the state government. For the last three years, PUC certificates are issued online from puc.parivahan.gov.in.
Sector 57 resident Anirban Das said the PUC certificate of his vehicle expired last month but even after visiting a few centres he could not the certificate reissued. “Each time the website showed that my registration details are not available in the government data and rejected my request,” he said.
Richa Sharma, resident of Sector 46, said she was caught by the traffic cops and fined Rs 10,000 as her pollution certificate had expired. “Even after visiting a few centres, I could not get the PUC certificate for my car. I tried to reason with the traffic cops but was still issued a challan,” she added.
Pradeep Malik, president of Pollution Check Centre Welfare Association, said they have submitted a representation to the transport minister and commissioner but till now the glitch could not be ascertained.
Malik said the glitch surfaced only on typing Haryana registration numbers — either the registration details of a vehicle are not found in the database or the mobile number on which an OTP is sent for confirming details is said to be unregistered.
Also, it is unclear on which mobile number the OTP is sent — the number mentioned on the Aadhaar card, family ID or the one submitted at the time of registration of vehicles.
The problem, Malik said, was that most vehicles in the state were registered through middlemen, who at times put in their own mobile numbers for the ease of paperwork.
Interestingly, vehicles registered in Haryana can obtain PUC certificates in other states without OTPs. Outstation vehicles too can obtain PUC documents in Haryana without OTPs. Many are therefore heading to nearby states like Delhi, Rajasthan and Uttar Pradesh to get their certificates.
According to official data, there are around 245 PUC centres in the city which cumulatively issue about 7,000 to 7,500 certificates daily. But post Dec 19, fewer that 1,500 certificates are being issued in the city, officials said.
Transport minister of Haryana Moolchand Sharma said the issue has been brought to his notice. “There is some technical glitch and the department is working to fix it,” he said.
