HYDERABAD: Going by the latest statistics available with state govt, there are only 25,000 to 30,000 vacancies in various departments, which need to be filled. Even if the count of retired employees in the next few years is taken into consideration, it will add another 20,000 jobs in the coming 3-4 years.
Congress, in its election manifesto, promised to provide 2 lakh jobs in the first year of its governance itself.
Job experts said there was utter confusion over the exact number of vacancies in govt departments. They say Congress govt and the previous BRS govt got it all wrong by juxtaposing jobs that were lying vacant in govt, state-run corporations, universities and other institutions.
“Even if they are taken into consideration, two lakh jobs are not available in govt or state-run corporations,” an expert explained.
According to CR Biswal Pay Revision Commission report in 2021, 1.96 lakh posts were lying vacant in govt departments and not filled for several decades. It further said the govt was running with only 61% of its sanctioned strength.
There have been no retirements since 2021 as the previous BRS govt had enhanced the retirement age to 61 from 58 years. Retirements will start this year.
“The Biswal committee report included ‘redundant’ jobs like typist and stenographer and outsourcing jobs like driver. State govt hires drivers and vehicles through agencies and does not recruit them,” a top source in the state govt said.
S econdly, some vacancies are filled directly and some are filled by way of promotions. After taking into account the already sanctioned posts, only 25,000 to 30,000 posts are vacant now,” the source said, addign that govt gets some work done through contract and outsourced employees.
“Govt cannot remove the contract employees as it will lead to unrest. At the same time, it cannot create new posts as it will lead to a huge financial burden on govt,” a source said. Political analyst and former MLC professor K Nageshwar said though the exact number of vacancies is not known, if Congress govt fills 50,000 to 60,000 vacancies, including posts in universities and other institutions, it will create a positive vibe among the unemployed youth.
“CM Revanth Reddy may have blurted out that filling two lakh jobs is his top priority taking into consideration future vacancies. BRS, during the height of statehood movement, had told the youth that its govt will ensure lakhs of jobs if Telangana state is carved out.
Though it has succeeded in filling up 1.60 lakh jobs, the TSPSC exam paper leak created a lot of unrest among the youth,” Nageshwar said. The previous BRS govt claimed that 2.02 lakh jobs were notified in 27 departments and around 1.60 lakh posts were filled by organisations.
TSPSC alone notified 60,000 posts, 50,000 by police department, 23,000 by health and medical department, while welfare department notified another 17,000 posts. Genco, Transco and other energy departments and SCCL notified 60,000 posts, of which 52,000 have been filled, sources said. SCCL also filled over 10,000 dependent jobs
