Unions Demand End To Hkrn, Say Portal Offers Underpaid Jobs | Gurgaon News – Times of India

Gurgaon: The independent association of trade unions in Haryana, headed by Sarv Karmchari Sangh, is demanding scrapping of govt’s ambitious portal — Haryana Kaushal Rozgar Nigam (HKRN) — set up to provide contractual employment.
The association has decided to take out a nationwide protest on Feb 16, with putting an end to HKRN as one of its demands. They claimed govt is spoiling the prospects of unemployed youth in the state. The youth are exploited and underpaid if they get a job through the portal. The system of regular govt jobs will cease to exist, they lamented.
Moreover, there is no system of recruitment for candidates belonging to various reserved categories of the state, forcing the youth to go into depression. The opposition too has been targeting govt for bringing HKRN as an alternate arrangement of putting an end to the general recruitments which had been carried out by the agencies like Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC) in the state.
Surekha, president of Haryana Centre for Indian Trade Unions (CITU), said, “Jobs through HKRN is like offering peanuts. This has not only created unrest among the youth but has also given way to rampant corruption and has put a “price tag” on the jobs. We cannot have a state not advertising recruitments. State is trying to end the system of regular govt jobs.”
The state has stopped taking regular appointments and is trying to fill every vacancy through HKRN, which is a contractual appointment — limited to one year and subject to the employer’s discretion on whether or not an employee will be retained or not, she said.
“The employees hired through HKRN don’t have any job security. They will work contract-to-contract, only hoping that either their contract is extended after completion of the term or get another job in time, before they end up jobless,” Surekha added.
