Panaji: To manage the population of stray animals in a humane and organised manner, state govt has established the State Animal Birth Control (ABC) Implementation and Monitoring Committee, comprising members from various govt departments and representatives from the Animal Welfare Board of India (AWBI).
The committee is expected to oversee measures to control the population of stray animals in the state.It will also facilitate the establishment of ABC committees at the local authority levels, as mandated by the ABC rules.
The committee will develop a district-wise plan for dog population management involving infrastructure, budgetary considerations, and other essential elements in both urban and rural areas throughout the state.
To ensure the success of the programme, the committee will identify implementing agencies with the necessary training and experience, as recognised by the AWBI.
An essential aspect of the committee’s role is to ensure the set-up of required infrastructure and provide necessary funding, including fully furnished ABC facilities, ambulances, equipment, and other operational expenses, reimbursed in a timely manner.
In response to complaints related to cruelty to animals during the birth control programme, the committee will convene once every three months, conduct inspections, and take appropriate action in case of any violations of ABC rules.
