Noida: Aiming to provide a home to every paw, the Noida Authority has decided to come up with the city’s second animal shelter and hospital with a capacity to accommodate 800 animals on four acres in Sector 117. The other one is in Sector 94.
An expression of interest (EOI) for the construction, operation, and maintenance of the animal shelter has been issued.
The shelter will be leased out to an NGO for 13 years, and the period of the contract may be increased by three years based on the performance of the company.
The lease amount is Rs 1 per year.
From food and healthcare to vaccination, the selected agency will be responsible for running the shelter and hospital at its own cost.
“The agency will have to set up OPD and OT for animals and may operate a pet shop selling medicine, food, grooming supplies, and pet accessories, but no other commercial activity will be permitted on the shelter property,” said an official.
Maintaining that all expenditures on the design, construction, operation, and maintenance of the animal shelter and hospital will be borne by the selected agency, the official added, “The Authority will not reimburse any amount for any of the mentioned activities.”
The Noida Authority has adopted a two-stage selection process in evaluating the proposals.
“The EOI is a pre-qualification wherein a technical understanding of firms’ proposals for methodologies and/or technology, as well as innovative business models for the construction, operation, and maintenance of the animal shelter and hospital will be assessed,” said an official.
Shortlisted based on their capabilities and proposal suitability, the firms will after that be invited to submit detailed proposals as part of a detailed tender process.
Applicants have time till March 7 to apply.
A pre-bid meeting will be held on February 24 for companies to raise their queries and give suggestions.
“The company will give the choice of business model and will require approval by a technical committee of the Authority,” added the official.
