Madras High Court Approves F-4 Night Race in Tamil Nadu with Conditions | Chennai News – Times of India

CHENNAI: Madras high court has green-signalled Formula-4 night street race in Chennai, on the condition that Tamil Nadu govt organise it with the highest degree of public safety, avoiding inconvenience to inpatients of two government hospitals near the race circuit.
A division bench refused to ban the race ‘having regard to the fact that the state govt has taken a policy decision to organise the race to encourage and promote the sport in order to represent itself in the international arena in the field of racing’.
The court passed the order while disposing of a batch of PILs seeking to ban the race within city limits on grounds of public safety.
Formula-4 racing gets HC green signal on conditions
A division bench of Justice R Mahadevan and Justice Mohammed Shaffiq refused to ban the race ‘having regard to the fact that the state has taken a policy decision to organise the race to encourage and promote the sport in order to represent itself in the international arena in the field of racing.’
“Importantly, considering the fact that the state has already spent a huge sum of ₹42 crore and made enormous efforts, including laying new roads,” the court is not in favour of either stalling the race or in any way preventing the state from implementing its policy decision, the judges said on Monday.
The court passed the order while disposing of a batch of PILs moved by Dr Shri Hari and others seeking to ban the race within the city limits on grounds of public safety.
Considering the proximity of the identified race circuit to government hospitals in the city, the bench said inconvenience to the public, especially the inpatients of Rajiv Gandhi Government General Hospital (RGGGH), Madras Medical College (MMC), and Omandurar Government Multi-Speciality Hospital, should be avoided.
“This can be ensured by installing necessary silencing equipment like sound silence panels/acoustic sound panel for noise control in the hospitals during the time of the racing events,” the bench said.
This apart, the court directed the organiser of the event – Racing Promotions Private Limited (RPPL) – to ensure that all public viewers are provided with necessary protective gear for their safety during the race.
“RPPL shall reimburse ₹42 crore spent by the state (to create the infrastructure for the race), prior to the conduct of the event. The state must ensure that RPPL or anyone should deposit in advance (prior to next year and the upcoming third year’s event) the stipulated expenditure of ₹15 crore for the upcoming two years for holding the street circuit in Chennai,” the court added.
