Over 16K state-run primary schools in Uttar Pradesh achieve FLN and become NIPUN | Lucknow News – Times of India

Lucknow: Over 16,000 state-run primary schools in Uttar Pradesh have attained foundational literacy and numeracy (FLN), thereby becoming NIPUN, shows a recent survey carried out by the basic education department.
The survey led by trainee teachers enrolled in District Institutes of Education and Training (DIETs) in Dec assessed 68,352 schools. Of this, 24% — 16,169 schools had a minimum of 80% students from classes 1 to 3 achieving FLN.
To achieve FLN, a grade 1 child should have oral reading fluency (ORF) by reading five correct sentences consisting of two letter words and answering 75% questions of simple digit addition and subtraction.
Likewise, a grade 2 child must have ORF and reading comprehension ability by answering 75% correctly of reading 45 words per minute and solving double digit addition and subtraction sums.
For a grade 3 child, the NIPUN (National Initiative for Proficiency in Reading with Understanding and Numeracy) goal is to answer 75% questions of reading 60 words per minute correctly, and solving triple digit addition and subtraction, and double-digit multiplication.
A student is NIPUN when they achieve both Hindi and math learning goals.
The district-wise assessment done through the Nipun Lakshya app shows three districts — Kasganj (83%), Mahoba (70%), and Hamirpur (68%) as best performers with highest schools as NIPUN.
As many as 15 districts have less than 10% schools that could achieve NIPUN goals. This includes Kanpur Nagar, Siddharth Nagar (3%); Chandauli (5%); Basti, Gonda, Lakhimpur Kheri, Saharanpur (6%); Jhansi, Sitapur, Moradabad (7%); Ayodhya (8%), and Balrampur, Kaushambi, Pratapgarh (9%). Only 1% of schools in Badaun could achieve NIPUN goal.
Director general of school education (DGSE) Kanchan Verma has asked all district basic education officers to share the results with parents during shiksha chaupals and encourage other schools to perform better in the next assessment.
Launched in June 2021, NIPUN Bharat Mission aims to create an enabling environment to ensure universal acquisition of foundational literacy and numeracy, so that every child achieves the desired learning competencies in reading, writing and numeracy by the end of grade 3, by 2026-27.
