Ludhiana: Responding to a complaint of pollution in the ponds of the historical Alamgir village, Ludhiana district administration has informed National Green Tribunal that work on two ponds will be completed by Sept this year.
It has also informed the NGT that work on two other ponds will be started on priority after funds are received. The district development and panchayat officer (DDPO) submitted that a demand for funds had already been submitted to additional chief secretary, rural development and panchayats.
On May 7 last year, Charan Singh (75) of Alamgir had filed a complaint with NGT, seeking its help to save villagers from pollution atmosphere, especially in the five ponds of the village.On Aug 2, NGT had formed a joint committee comprising Union ministry of environment, forest and climate change’s integrated regional office at Chandigarh, Punjab State Pollution Control Board (PPCB), and Ludhiana district magistrate (DM). It had directed the panel to meet within a week, undertake visits to the site, and look into the grievances of the applicant.
The panel had been told to associate the applicant’s claims, verify the factual position and take appropriate remedial action. The deputy commissioner had submitted the report of joint committee to NGT by email on Nov 3 last year.
In the latest report uploaded by the NGT on its website, Ludhiana DDPO submitted details of all ponds, which had been given to him by the local block development and panchayat officer (BDPO), vide letter dated Feb 7 and based on estimates prepared by executive engineer (panchayati raj), Ludhiana. He said Pond I in the village was situated on Alamgir Dulay Road. The DDPO submitted that a desilting chamber had already been constructed by the gram panchayat, Alamgir. “For Pond II, a demand for dewatering, desilting and toe wall and fencing, with an estimate of Rs 16.5 lakh, has been given to additional chief secretary, rural development and panchayats, on Feb 13. As and when the funds are received, work shall be started on priority,” he wrote.
He said work had been started in Pond III. “This pond is situated near the house of the complainant. Work on the desilting chamber has already started. Renovation is proposed through Thapar Model Technique. Estimated cost in Rs 32.5 lakh. The district administration has arranged funds and work will be started shortly,” he said.” Work on this will be completed within six months,” said the DDPO.
He added work on Pond IV, situated near School Ground on Sua Road, had also started. “Desilting chamber will be installed using panchayat funds and will be completed by Sept 2024,” said the reply. He added they had estimated that Rs 4 lakh will be spent on the pond. “Pond V’s dewatering and desilting will cost Rs 6.1 lakh, and a demand for funds has already been made,” said the letter. NGT observed that copies of relevant documents had not been enclosed with the reply filed by DDPO, and the same should be filed within two months by e-mail. NGT has sought a reply within two months by e-mail. The matter is listed for April 22.
