Gurgaon: A three-member committee constituted by the principal secretary, V Umashankar, has recommended substituting MCG’s solid waste management concessionaire, Ecogreen, with one of its three investors or lenders, sources said. The committee will submit its report to the state govt.
Sources said the committee comprising Urban Local Bodies (ULB) director Yashpal Yadav, MCG commissioner Narhari Singh Banger, and MCF commissioner A Mona Sreenivas, have recommended that hiring a new concessionaire was a time-consuming exercise and continuing with Ecogreen was not feasible either because of their poor performance in the city’s waste management.
“It is part of the agreement that the lender can step in the shoes of the concessionaire with the same terms and conditions. The assets and liabilities in this case will be transferred to the other firm (lender/investor), which will substitute Ecogreen. However, the final decision will be taken by the govt,” said an official privy to the matter.
Ecogreen representatives could not be reached despite repeated attempts.
TOI had reported on Jan 21 that a Telangana-based private firm had submitted a proposal to MCG to replace Ecogreen.
Apart from managing the city’s waste, the company had offered to clear the legacy waste and set up a waste-to-energy (WTE) plant. However, it wanted MCG to clear the ‘outstanding’ payment of Ecogreen and extend the commercial operations date of the WTE plant by two and a half years.
If one of the investors of Ecogreen substitutes the firm, the same rates of primary and secondary waste collection will be applied to the firm.
