CHANDIGARH: The no-confidence motion brought against the BJP-JJP coalition govt led by CM Manohar Lal Khattar by the Congress in Haryana was defeated through voice vote. However, Congress legislators left the house before the voice vote expressing dissatisfaction with the reply given by Khattar on the motion.
Discussion on the no-confidence motion started at 2pm on Thursday when the house resumed proceedings after lunch.
Rohtak MLA B B Batra attacked the ruling party saying that the saffron party talks about establishing “Ram rajya” but the coalition government has been hit by several scams. Batra alleged that corruption was rampant in the state in the current regime and listed several scams that had taken place in the past five years. These included the recently exposed scam in the mining and cooperative department. Referring to a few Supreme Court judgments, Batra termed the Khattar government’s much publicised Parivar Pehchan Patra (PPP) as unconstitutional. He also criticised the property ID scheme of the state.
Congress MLA Varun Chaudhary questioned the BJP’s failure to fulfil various promises made to people before the elections. BJP MLA Aseem Goel said that the Congress was shrinking as many senior leaders were deserting it.
Congress legislator Shamsher Gogi attacked the ruling party for the current farmers protest. Referring to the death of a farmer, Gogi said that the border looked like the India-Pakistan border. Opposition leader Bhupinder Singh Hooda underlined the gravity of the situation and said that the issue should be resolved through talks.
Haryana CM Manohar Lal Khattar said that during Congress’s tenure from 2005 to 2014, the Haryana Public Service Commission (HPSC) made recruitments for 3,593 positions, averaging 360 vacancies annually. During the tenure of the present govt till Jan 31, 2024, recruitment was done on 6,808 posts, averaging around 680 recruitments per year, he said. Khattar said that during Congress rule, there was BBC (Badli Bharti aur CLU) industry in the state. Opposing the no-confidence motion, Dushyant Chautala said that the coalition government was undertaking equitable development and it was because of the alliance that women are enjoying 50% reservation in panchayats. Senior INLD leader and Ellenabad MLA Abhay Chautala said that there was no need to bring a no-confidence motion against the govt, as it had already lost people’s confidence. Abhay said that BJP-JJP leaders could not even enter villages in the state without high security. Abhay added that on the one hand, the state government talked about transparency and fight against corruption and on the other hand, a senior IAS officer arrested for corruption was immediately posted on a plum position after being released on bail.
BJP slammed for ‘outsider as HPSC chairman’
Congress MLA B B Batra attacked the BJP for appointing an “outsider from Bihar” as chairman of the HPSC. He said that a large number of candidates from other states are being recruited in Haryana, which was a matter of serious concern. Citing examples, Batra said that an “outsider” would never think about the interests of the state.
‘No land released during Hooda’s tenure’
MLA B B Batra claimed that no land acquired for public purposes was released to any private parties during Bhupinder Singh Hooda’s regime. He conceded that some “omissions or mistakes happened” in every regime. Batra also listed details of land released to private parties by the current regime at different places in the state. He even offered to submit documentary proof to the CM.

Six of the seven independent members in the house also support the BJP. Sirsa MLA, the lone MLA of Haryana Lokhit Party, also supports BJP. In opposition, Congress has 30 legislators and INLD has one MLA.
