Chandigarh: Haryana chief minister Manohar Lal Khattar’s announcement to supply excess water during monsoon to Rajasthan during his budget speech on Friday invited severe criticism from main opposition party Congress.
Leader of opposition Bhupinder Singh Hooda questioned the move at a time when the state itself is facing acute shortage of water. Such excess water can be utilised for other parts of the state, he said.Former speaker and another senior Congress legislator Raghubir Singh Kadian too raised objections. However, the CM told the opposition leaders that he is now presenting the budget and the issue could be discussed separately during a debate on the budget. The CM, however, said that an MoU has already been signed with the Rajasthan govt, prompting Kadian to appeal for its revocation. Speaker Gian Chand Gupta, however, asked the opposition leaders not to interrupt during the budget speech.
Khattar said an agreement has been signed between Haryana and Rajasthan with the support of the Union ministry of Jal Shakti on Feb 17 for utilisation of excess water of the Yamuna river during the monsoon. During this period, water flow exceeds 24,000 cusecs. The excess water available for a short period of time will be stored and a pipeline will be laid to carry the water for irrigation purposes to the water deficit districts of Bhiwani, Charkhi-Dadri and Hisar. In addition, a pipeline will also be laid by Rajasthan, to carry water to Rajasthan, he said, adding this would ensure that excess flood water is stored, and used for agriculture and drinking purposes and at the same time possibilities of floods would be reduced.
“Recognising the challenges faced by the Western Yamuna Canal carrier system during the non-monsoon period, a new parallel lined channel with a capacity of 6,000 cusecs is currently under construction. The augmentation of the capacity of the canal and parallel Delhi branch is also underway,” said the CM.
